You look at these things: where is the DEI strategy in the annual report, how well is it budgeted, what happens to DEI during down times, does that exec have direct access to the CEO AT THE SAME LEVEL as the CFO, the CPO, etc? I could go on. I know one, but for example, every senior supplier diversity person I knew was mostly a figurehead to meet an expected quota. They had little power. When the axe falls during poor times, who goes first? The icing, the nice to have, appease-people DEI folks and all the window dressing they almost always are.
